In the heart of Indianapolis, a unique residential community is doing more than just providing a place to sleep; it's strengthening the city’s economic and social fabric. Riverview Apartments, a premier workforce housing development, represents a vision of a more inclusive and sustainable urban environment.

Riverview Apartments is the result of a powerful joint venture between Strategic Capital Partners and Goodwill of Central & Southern Indiana. The community is managed by Birge & Held and the partnership itself was born from a shared mission: to provide high-quality, attainable housing for the hardworking individuals who keep Indianapolis running.

The history of Riverview Apartments is deeply rooted in community need. According to Goodwill of Central & Southern Indiana, the development was conceived to address a growing gap in the housing market. While "luxury" apartments and subsidized "low-income" housing often dominate development headlines, the "missing middle", working professionals who earn too much to qualify for subsidies, but not enough to afford market rate housing, are often left behind. Riverview Apartments was designed specifically to bridge that gap, offering modern amenities at a price point that aligns with the salaries of teachers, healthcare workers, first responders, and service professionals.

Workforce housing is more than just a real estate category; it is an investment in the city’s future. When employees live near their places of work, commute times drop, local spending increases, and community ties strengthen. Riverview Apartments had dedicated 44 of its 208 apartments to those who qualify based on their income.

Dawn Younghouse, Multi-Site Operations Manager at Birge & Held, explains the philosophy behind the project: “Workforce housing strengthens a city by ensuring the people who keep it running can also afford to live and thrive there. When workers have stable, attainable homes, communities become more vibrant, resilient, and economically sustainable. That is how cities grow and develop.”

For the residents of Riverview Apartments, the impact of this initiative is deeply personal. Beyond the statistics of urban development are the stories of individuals who finally feel they have a permanent stake in the city they love.

“Workforce housing has been a blessing that has allowed me to grow a career in Indianapolis and be able to remain a part of the city,” says one Riverview Apartments resident. “Without this option for an affordable alternative, I don’t think I could remain working in the area.”

But affordability doesn’t mean sacrificing quality of life. Riverview Apartments offers a unique atmosphere that blends urban energy with a neighborhood feel. Another resident notes, “Living at Riverview Apartments is so convenient. Not only do I have a great view of the city, I have friendly neighbors. It gives you the sense of downtown city life without actually living downtown.”

As Indianapolis continues to grow, Riverview Apartments stands as a testament to what is possible when private and non-profit sectors align.
